Pursuant to the implementation of the E-Waste (Management) Rules-2016, it has become crucial for the various stakeholders in the electrical and electronic equipment (EEE) industries to strictly adhere to the compliance to the above rules. The above stakeholders include every manufacturer, producer, consumer, bulk consumer, collection centres, dealers, e-retailer, refurbisher, dismantler and recycler involved in manufacture, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment listed in Schedule-I of E-Waste Management Rules 2016.
It has therefore become imperative on one hand, to create the working knowledge and awareness about the implications of the Rules among the above stakeholders who directly come into the ambit of the above Rules; on the other hand this has opened up opportunities to generate employment through development of relevant skill and entrepreneurship among the local educated youth for e-waste management through effective and value-added recycling as per the newly enforced rules and regulations.
The project aims at Capacity building through skill and entrepreneurship development on ‘e-Waste Management’ for the eight (08) North-Eastern states of India, under ‘Digital India’ Programme. It is a challenging task to effectively implement the e-waste management in the NE-states of India in view of theirthin population spread over difficult terrain, remoteness, as well as the lack of awareness and lack of collection and recycling facilities in these states. Further, import/ smuggling of sub-standard electronic items from China, Myanmar and Bangladesh is compounding the problem as many NE-states are bordering international boundaries.
The proposed entrepreneurship development programme has a twofold objective – Opening up livelihood option for the educated unemployed youth in the NE states through participation in the e-waste recycling business, and, save the environment from pollution and help the NE-states adhere to stringent CPCB guidelines.
The entrepreneurship training will primarily focus on dismantling of the e-waste equipment and segregationof the various components like PCBs, valuable industry grade plastics, other electrical/ electronic components etc., so that the bulky equipments may be conveniently and economically transported to the Recycling Plants or Re-Used in the industry. This will lead to business opportunities and a value added livelihood option for the educated unemployed youth in the NE states.
Setting up of a dismantling and segregation workshop infrastructure at NIELIT-Gangtok for showcasing and demonstrating effective Dismantling, Segregation and Inventorization processes to the trainees.
Training of 20 nos. Master Trainers from the 8 NE States on “E-Waste Management, Dismantling and Segregation” for effective handling and recycling of e-waste products.
Training/Entrepreneurship Development Programme of 240 nos. unemployed youths from NE States on “E-Waste Management, Dismantling and Segregation”.
Training 240 nos. stakeholders (all categories) including SPCBs, Customs Authority stationed in NE-states, manufacturer, producer, consumer, bulk consumer, the collection centres, dealers, e-retailer, refurbisher, dismantler and recycler who are directly involved in manufacture, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment listed in Schedule-I of E-Waste Management Rules 2016.
The introductory and theoretical concepts (for b and c above) would be conducted in Online mode by NIELIT- Gangtok and participants can attend the same from their respective location. However, for the hands-on and practical sessions (only for point nos. b and c above) of 5 days duration post Online sessions, the nominated participants are required to travel to NIELIT- Gangtok for which necessary TA/DA would be provided by NIELIT-Gangtok as per norms. For d above, training would be conducted in Online mode.
